The White House said it was working on changes in H-1B and other guest worker visa programmes through legislative and executive actions as part of President Donald Trump’s immigration reform, even as a Bill introduced by a Democratic lawmaker proposed new restrictions on H-1B visas.
These visa programmes are mandated by the legislature and are widely used by Indian IT companies to place skilled workers in the U.S.
Leaked draft
A leaked draft of an executive order under consideration for presidential signature proposes restrictions on the Optional Practical Training (OPT) work, a job training opportunity available for Science, Technology, Engineering, Math (STEM) Masters from a U.S. university.
It also proposed to roll back the permission to work now available to spouses of H-1B visa holders and to replace the current lottery system that selects the 85,000 annual H-1B visa beneficiaries. This year’s selection process opens on April 1. According to the draft published by Vox.com, the Trump administration is also planning to have federal inspectors regularly visit the sites where guest workers are employed.
“I think with respect to H-1Bs and other visas… [it] is [all] part of a larger immigration reform effort the President will continue to take through executive order and through working with the Congress… There is an overall need to look at all these programmes and you will see that both through executive action and through comprehensive legislative measures a way [is being found] to address immigration as a whole and the visa programmes,” White House press secretary Sean Spicer said on Monday.

New Delhi, Jan 30 (PTI) India’s lone Olympic gold-medallist Abhinav Bindra and national badminton coach Pullela Gopichand on Monday found a place in an eight-member Task Force of the Sports Ministry to draw up an action plan for the next three Olympic Games.
Just days after the end of the Rio Olympics, where India won just two medals, Prime Minister Narendra Modi had announced the setting up of a task force which will help plan for the “effective participation” of Indian sportspersons in the next three Olympics — in 2020, 2024 and 2028.
Bindra, Gopichand and former Indian hockey captain Viren Rasquinha were the only three former sportspersons named in the task force.
The other five members of the task force are School Sports Promotion Board head Om Pathak, hockey coach S Baldev Singh, who runs an academy in Shahabad, G L Khanna (Professor and Dean of Exercise and Physiology at Manav Rachna International University at Faridabad), journalist Rajesh Kalra and Sports Authority of Gujarat Director General Sandeep Pradhan.
Announcing the task force here, Sports Minister Vijay Goel told reporters that “the tenure of the committee will be for three months or till the time it submits its report”.
He said the job of the chairman of the committee will be given on rotational basis while Pradhan will be the convener.
The main job of the task force will be to suggest a comprehensive action plan including short-term, medium-term and long-term measures for effective participation of Indian sportspersons in the next three Olympic Games.
Other points included in the terms of reference were to suggest effective methods to identify core probable/medal prospects for 2020 Olympics, their coaches and support staff; to suggest effective talent identification system for 2024 and 2028 Olympics; to identify components of world class support system for elite sportspersons and ways to significantly improve standards of coaching; to suggest ways to create and upgrade sports infrastructure necessary to train top-level athletes and to make suggestion regarding foreign training and exposure of top-level athletes.
Asked to whom the task force will submit its report, Goel said, “The report will be submitted to Sports Ministry. But since the Prime Minister has approved the committee, the final report will be submitted to the PMO.”
Asked why there were no representatives from some Olympic medal-winning sports, he said, “This task force is not a representative body where people of several disciplines will be there. This task force is open for all, whoever wants to give ideas, he can give.
“If I start including people discipline-wise, so many names will come up and there will be no end. This committee can call any expert, Indian or foreigner, coaches or former sportspersons in various fields. Anybody can give suggestions to this task force and moreover anybody can come and give the suggestion directly to the Sports Minister.
Vodafone said on Monday it was in talks to merge its Indian operations with rival Idea Cellular in an all-share deal that could help the groups counter the fierce competition in the market.
In a short statement, Vodafone said it was in talks with Idea’s parent, conglomerate Aditya Birla. It said any merger would involve Idea issuing new shares to Vodafone and would result in Vodafone deconsolidating Vodafone India.
In an e-mailed statement, Vodafone said, “Vodafone Group Plc notes the recent media speculation regarding a potential combination of Vodafone India and Idea Cellular.”
However, the telco maintained that there was no certainty the transaction would come through. It did not commit to any timeline for the transaction too.
It said, there is “no certainty that the transaction will be agreed, nor as to the terms or timing of any transaction.”
New Delhi : Delhi High Court has sought responses of the Centre, CVC and IIT Kharagpur on a plea by one its professors who had highlighted discrepancies in the Joint Entrance Examination system, that the institute be directed to accept his resignation as he has been offered a teaching position at the Jawaharlal Nehru University (JNU).
Justice Sanjeev Sachdeva issued notice to the Centre, Central Vigilance Commission and the institute, seeking their replies by February 7 on the application of professor Rajeev Kumar, who also claims to be a whistleblower and RTI activist.
The application was filed by Kumar, who has been praised by Supreme Court for improving the Joint Entrance Examination system, in his 2012 petition in which he had alleged inaction by the government in protecting him from victimisation as per the Whistleblower Gazette Resolution 2004.
He has claimed that IIT Kharagpur did not accept his resignation as his petition was still pending in court which had on March 21, 2013 put on hold the institute’s decision to impose a penalty of compulsory retirement on him.
In the application filed through advocate Pranav Sachdeva, Kumar has said he had moved a plea before the President of India, who is the Visitor of IIT Kharagpur, claiming that the disciplinary inquiry against him was biased.
The petition is pending before the President.
Kumar has alleged in his plea that he had sought a teaching position in JNU to prevent “continued victimisation”.
“This petitioner has been repeatedly victimised by IIT officials’ arbitrary, unreasonable and vindictive decisions.
First, IIT made the petitioner academically dysfunctional for almost two years. Then, IIT crippled the petitioner in most of his professional tasks by conducting disciplinary proceedings by complete denial of natural justice,” he alleged.
He has said that IIT had given him a no-objection certificate to take up teaching with JNU on lien for a period of two years from June 2015, on his giving an undertaking that he would resign from IIT if he gets outside employment before expiry of the lien period.
His application also claims that he was relieved by IIT on June 11, 2015 and therefore, acceptance of his resignation was only a technical formality.
It also claims that JNU by a letter of May 2016 had confirmed his employment in the varsity’s School of Computer and Systems Sciences.
Tehran : Iran will ban Americans from entering the country in response to President Donald Trump’s “insulting” order restricting arrivals from Iran and six other Muslim states, the foreign ministry said today.
“The Islamic Republic of Iran… has decided to respond in kind after the insulting decision of the United States concerning Iranian nationals” until the measure is lifted, the ministry said in a statement carried by state television.
War with the US under Donald Trump is “not just a slogan” and becoming a “practical reality”, a senior Chinese military official has said.
The remarks were published on the People’s Liberation Army website, apparently in response to the aggressive rhetoric towards China from America’s new administration.
They communicated a view from inside the Central Military Commission, which has overall authority of China’s armed forces.
Quoted in the South China Morning Post, the official from the Commission’s Defence Mobilisation Department wrote: “A war ‘within the president’s term’ or ‘war breaking out tonight’ are not just slogans, they are becoming a practical reality.”
The official also called for military deployments in the tense South and East China Seas and for a missile defence system to guard the Korean peninsula, another regional hotspot, the Post reported.
The US should also reconsider its strategy in the Asia-Pacific region, the official wrote.
San Francisco, Jan 28 : Google’s CEO Sundar Pichai on Saturday criticised President Donald Trump’s controversial immigration order against people from seven Muslim-majority countries, saying it will create “barriers” to bringing great talent to the US, as the Internet search giant ordered its travelling staff to return to America.
Pichai in an email to staff said the US ban on foreign nationals from seven Muslim-majority countries will hit at least 187 Google employees.
“We’re upset about the impact of this order and any proposals that could impose restrictions on Googlers and their families, or that could create barriers to bringing great talent to the US,” the Wall Street Journal quoted Pichai as saying in the email.
“It is painful to see the personal cost of this executive order on our colleagues,” he said.
Google has recalled around 100 of its affected staff from overseas, the BBC reported.
President Trump on Saturday ordered “extreme vetting” of people entering the US from seven Muslim-majority countries and banned the entry of Syrian refugees until further notice, as part of new measures to “keep radical Islamic terrorists” out of America.
The countries impacted are Iran, Iraq, Syria, Sudan, Libya, Yemen and Somalia.
The controversial move, signed a week after he was sworn- in as the President, fulfills the vow Trump made on the campaign trail to limit Muslim immigration to the US.
In his message to employees, 44-year-old Pichai, who grew up in India, suggested that at least 187 employees hailed from countries included in the ban.
“Our first order of business is to help Googlers who are affected,” he said. “If you’re abroad and need help please reach out to our global security team.”
“We wouldn t wish this fear and uncertainty on anyone and especially not our fellow Googlers,” Pichai wrote. “In times of uncertainty, our values remain the best guide.”
Immigrants make up much of the workforce in Silicon Valley, including many executive roles, and the tech industry has long advocated for more open immigration laws in the US, saying they need more skilled foreigners to fill technical jobs.
The new restrictions will have a major impact on American technology companies that hire skilled staff from all over the world on special H1-B visas, mostly used by Indian IT firms.
“There have already been reports of green card holders, who are allowed to work in the US, being prevented from getting on flights. However, green cards are not specifically mentioned in the executive order,” the WSJ said.
Microsoft has also warned its shareholders that curbs on immigration could have a material impact on its business.
Facebook CEO Mark Zuckerberg has also criticised Trump’s decision to severely limit immigrants and refugees from certain Muslim-majority countries, saying America is a nation of immigrants and should be proud of it.
“Like many of you, I’m concerned about the impact of the recent executive orders signed by President Trump,” Zuckerberg wrote on his Facebook page.
